I little agreed with your point for finance but please clarify that If Croma do this event and fund will go to Croma account then how to issue or withdrawal payment from bank during the event. I think you know or not there are no legally to sign the cheque right now in interim body.
As my knowledge in bank record current signing authorities are those who already resigned from last one year and new cashier replacement came but no updated information has given to bank and nor registrar.
If due to finance problem will face then who will be the responsible. If you take responsibilities then ok.

1) Is this a private function or Social function
Ans. This is purely social function and will conduct by Crossings residents.
2) Under which legal body we will be doing this if not CROMA, whose name different approval will be obtained. What is the Reason for Avoiding CROMA.
Ans. For legally identity work on progress. Not avoiding Croma and wish do work together but some technical issued in finance operation like who will issue the cheques and withdrawal of funds during the event without signing authorities.
3) Whose name Land will be taken, who is taking initiative what is the status.
Ans. Works on progress and will inform shortly.
4) What is the shape of this New Cultural Body Who are the Governing ppl of this new body.
Ans. Residents of Crossings Republik are the Governing Body and you may be one of them.

Information given by you is partially correct.
When someone asked what is stand of CROMA than Mr. Raju informed that CROMA is ready to support this event in all the possible way and Mr. Kshitiz informed that through CROMA they will take up for getting land from CIPL.
Even your statement is 100% correct than why below mentioned querry is not being responded.
Also in absence of Bank Accout of CRCC, Mr. Shivkant proposed to collect payment in the name of 3rd Party i.e. some professional organisation however collecting payment in the name of Ramleela of Crossings Republik and routing it through account of some 3rd Party will lead to conflict and allegation because it will never be possible to know that how much fund has been raised. It will never be possible to know that how many cheque is getting deposited in account meant for this purpose and how many is going in some other account
This is the last mail I am putting on this and as mentioned by Mr. Ramesh in below mail ppl are inteligent enough that what is right and what is wrong.

Dear Mr. Ramesh,Appreciate your thought, like you I have my own though process and act accordingly. The solution suggested by you is the easiest solution to run away from the problem, somehow I don't believe in it. If some one is doing wrong they need to be stopped than & there itself instead of cribbing about it at later date.As suggested by your if after putting effort also if I will not be able to make it right than defiantly will not be part of it.May be my interpretation of process and thing is wrong but I am not alone who thinks like this and due to that reason the legal entity (CROMA) under which this function already happened last year has already started preparation for doing this function on their own. However we have made effort at our end to resolve the issue by requesting CROMA and CROMA President tried too but not aware any response is given to his initiative or not..As per mail The Invite of the meeting called on Sunday @ 2 PM by CRCC is for Selection of kids. What is the reservation with keeping cultural committee under Umbrella of CROMA which is well acceptable by majority of Resident of this township, CIPL and Government Authority.If we will creating separate platform like this every year a new platform will get formed by group of ppl and which will only increase conflicts and differences withing residents.If CROMA does this function separately we will be witnessing two Dusshera celebration in township who will be responsible for it.Who will be accountable for mismanagement if any happen by doing this function by non leagal body, The way it is moving looks like, thought is coming that some one might have got this new body registered well in advance and now trying to rope ppl in it.In my below mail trail I have raised some concern and some one need to answer it.Regards,

I just got mail from CROMA President - Vishal Aery and he is not able to reply due to rediffmail issue and he requested me to send a mail to all.
He said until and unless you get the land of the activity, you shouldn't move forward in this regards. If the cultural program is not organizing under CROMA then CIPL will also not give the permission for the land. So please understand the fact and don't create things which is not going in a right direction. The program should not be organized in a way which will have many questions and allegation at the end and at least I myself see on footer for such activity, if it will not be moving in a right direction.
Please understand it and don't create a mess before approval of the land.
