I spoke with one of the RWA members in societies. It was looked into after my request and As per them, that particular land belongs to some individual who has not sold it. So, that particular plot is still the property of someone. Hence the person who owns the land is free to use it the way he wants. 

That explains why that market is there.

They must be paying some money to crossings management to settle there outlet ,like others,( ice cream bi-cylce wala is paying Rs 2000/-p.m to move around in crossings) ,because without there consent(crossings management) ,it would have been not possible.

once they settle there, no one can remove this encroachment as the any type of politics will come into picture.
