I had a similar problem 4 years back by HP Gas agency in Ghaziabad. I complained on HPCL website with dealer name and got a call within 2 days from Area Officer HPCL as well as Agency offering my Gas connection on the government rates without a stove. Do try out this option..

Indiana gas agency are asking for Rs 200/- at the time you submit your document and they will not give you any receipt for that. Then after you have to pay 4300/-(includes one cylinder and one stove) for gas connection.
