In comparison, things are better in Delhi RTOs.
You can follow the normal process, give the written test, get learner's license, and after 1 month can get your permanent license after appearing in the driving test on that day itself (2nd half).
I may be I was one of the lucky ones to get, but I have seen that things do work properly in Delhi,
be it for Passport, License, Police verification or other things.
But sometimes we ourselves want to get everything done through the back-door instead of trying the normal process, and take help from agents / touts.
We have a tendency to bypass the normal process and then we say that there is so much corruption in the country.
and blame the Govt officials, politicians, bureaucrats, when we ourselves are corrupt.
When a traffic police gives us a challan of 1000/- , we give him a 100/- note to save 900/- and we say the police is corrupt.
We give money to agents, before following the normal process.
And then we support the 'dhongi' Khujliwal to save us from corruption :-)

It goes like this. Once you fill all the necessary forms and then sit for the Test, they ask each candidate for Rs 30/- in the name of Medical test. No one asks them any question and each one pays it. If this was a genuine fee, then you should get a payment receipt for the same, but its not.
Secondly, it's a written test that you appear and to get passed into it, it is in the hands of those officials. You will notice that only those people appear for this test who have directly come and those who had approached through any agent would not have to appear. In case you pass its not because of your common sense and knowledge, but because of a random luck, because they intentionally fail the majority as they have not come via agent. Its because via agent, they get a good percentage of share and they simply pass them without getting appeared for the test.
The worst thing is we the service class can at the most take 1-2 day leave from office for this purpose and they know this very well. You will ultimately approach an agent in case they failed you when you approached directly.
Just approach any agent and ask him. He will say that with a smile "Saab aap direct jaoge to test mein fail kar denge, aur agent k through aapko test mein appear hi nahin hona padega, kyonki unko isi se paisa milta hai…."
In spite of all this I would urge not to approach the agents and get things done on your own.

3) After completing it, you should go for verification process outside room no.15 क at the back of enqire office with original documents between 10 a.m to1 p.m.
This step is compulsory for all either u have come with help of broker
If u are GIRL then u will have your no. as u go.
4) After verification, pay registration fees Rs 60 on the counter no. 15 next to it (he can charge you Rs 10 extra for himself ,to avoid this u should give Rs 60 change).
5) Now u have to go to room no 12 inside from the gate near room no.12 and 11 if gate is opened, if not u can go from enquire office also and find the room no. 12. and get signed your form with an officer inside
6) Now go to room no. 15 inside give objective test having 16 easy questions only . After completing it, submit the test & pay the fees Rs 30.
