It is the RWA which works to make the society peoples life better and suggestions can be putted forth to RWA in any way via public forums or, GBMs. If you are part of a RWA then take it in stride and positive way. No harm in discussing in your next GBM on to it.

Yes putting restriction on keeping dog in society seems the only possible way out. If rwa can ban bachelor's from taking home on rent then banning dog in society can definitely done.

Its a spiritual disaster!! people serving dogs!! they say Dont call thier pet 'dog', it is thier family member!! May be they are destined for serving dogs!! Pity them . 

You try your best but you can not convince people for the things - 1. not to have dogs, 2. not to pluck flowers meant for beautification of a home/ society. 3 wasting water for cleaning roads (you may have seen at many places). sparing a few inches of land which might be creating trouble for millions for many a years.
