Please upgrade your mentality about villagers, that's where your food comes from. First off, most of the villages now have toilets, secondly, people don't defecate on side walks, or play areas. They don't bite children playing in the lawn.
The problem is not with the pets, its with the owners. As, already mentioned by some one, owners should take care of pets as their own children, otherwise, don't own them. Expect to pick up their poop off the road as you do for your own child. Them them to do it in the toilets.
Pets are your responsibility, not other's.
