Many cities and RWAs have started penalizing dog owners to abstain, pick up the mess, or face legal action. Wonder when will it happen in our society. Meanwhile here is a recent TOI article on this issue in NCR:
Delhi getting boweled over by dogs
TNN Nov 1, 2013, 07.22AM ISTNEW DELHI: At the close of the 20th century, around 650 Parisians were landing in hospital every year with broken bones and worse after slipping on dog poop. Delhi does not maintain cause-specific records of casualties but the number of turd-skids would probably be higher here. Where Paris in 1999 had 2 lakh 'resident dogs', a municipal survey in Delhi puts the number of just the strays at 3.6 lakh.
Strays, of course, will carry out their back-end operations wherever they feel like, but it's appalling that residents who spend a small fortune on acquiring and maintaining pedigreed canines do the cheap thing right at their neighbours' doors or on the sidewalk, or the rare walkable trail inside a park. Although the tools to clean up after a dog — scoops, bags and gloves — are available at pet shops, they find few takers.
Sushant Singh, owner of a pet shop in Noida, said, "People buy snacks, teethers and clothes for their pets, but the scoops and pick-up bags hardly sell," adding that it's to be expected in a country where even people defecate in the open.
Pet dogs quickly polarize people in a neighbourhood, with the owners and nonowners arguing most often about the pet's toilet manners. And with no laws on the point, the owners can easily get away with soiled gateways and pavements. In Pocket 52 of CR Park, boards have been put up to urge pet owners to clean up, but to no avail.
Some conscientious owners say they tried cleaning up for a while but gave up "feeling stupid". Rajiv Kakaria, a dog owner, says, "We bought poop scoopers and were using them but stray dogs would dirty the same spot. After a point it seemed useless, as despite our efforts we couldn't keep the place clean".
Pet poop is disgusting, but the argument for removing it has a stronger basis. Unlike cow dung, which is also disgusting but turns into useful manure, dog poop is useless. A card used to complain against and caution pet owners in Rochdale, UK acidic and plays havoc with soil chemistry, say experts. So, flower beds in the park are no place for it. It is also full of harmful bacteria—sometimes including the deadly salmonella—and should not be left around human habitation. Also, it contains parasites like hookworms and ringworms that can pass on to children playing in parks and on soiled pavements.
The experience of other countries shows that awareness and a social conscience are more effective in changing pet owners' behaviour than strict laws. In Sydney, for instance, only .056% of the respondents in a survey said they cleaned up after their pet. Besides, prosecution in such cases is not easy. Another Australian city reported only nine fines over two years despite receiving hundreds of complaints (police in Paris managed only six fines in 1999).
In Delhi, some RWAs have tried segregating parts of their parks as dog toilets. "In our housing society, there are pits for use by dogs. Earlier, the dogs defecated on the street and we had to remove the poop," said Bianca Seth, a resident of Vasant Kunj. Sameer Bhagat, a Vasant Vihar resident, said, "While people are yet to realize that removing dog poop is important, somehow the RWAs have managed to keep the dogs off the parks and back-lanes are used instead".
Mohan Kadam of Windsor Pet Shop in Khan Market is hopeful of a change in pet owners' behaviour: "We usually keep five to six poop scoopers and people are buying them. Sales will pick up as people become environmentally conscious".

Apart from that, Dog Poop is an issue for Morning walkers.People walking their Pet dogs let then dump anywhere, even on the walk way, road, next to a shop etc.
I have seen outsides bringing their dog in a car to glass gate area, have them dump there and drive away. Perhaps dogs like to poop in CR.

While little has been done to keep a tab on such stray dog menace at the township level, situation INSIDE apartments is not any better. You'll see these days so many stray dogs inside GH7 for example roaming around freely and posing a serious threat to small kids among others. The security and facility management and RWA should ensure to deport them them out from GH7 and also from city to an appropriate place.
