I don't think any RWA can give permission or enter into agreement with Airtel as property is not handed over to RWA.
RWA role is only to act as co-ordinator.

Airtel in GH07 isn't available as there is a conflict between RWA+Vibgyor and Airtel. TTPL has worst services and BSNL as usual is slow but will be fair by all means.
