You would get reply from Grievance as 'You need to contact State ministry grievance'.
I had this experience too.
In crossing, there are two types of broadband.
1. Copper wire: You have to go to Vijay Nagar office and meet Mr. Shaan regarding this.
2. FTTH: This office is on Raj Nagar near Gaur Central Mall. You need to go to Second floor Room 4 and check the status of your connection. After you need to meet on ground floor on room 4 to insist to close this.
As you are out of india, we have to send someone on below address. without meeting it is not possible to close this connection.

File a grievance on web portal http://pgportal.gov.in/GrievanceNew.aspx be selecting Ministry/Department as "Department of Telecom " and Grievance pertain to "Bharat Sanchar Nigam Limited Corporate Office" include the email confirmation of disconnect request along with this.
