Buddy I have seen my Delhi bill yesterday and they also talk about fixed charges and shows in the sheet but they use it to only compare b/w actual consumption charges and fixed charges and whichever is greater that will be your bill. If someone tell me UP charges heavy fixed charges and then consumption then I real doubt that.
