best way to complain is twitter, following are vodafone twitter handle @VodafoneIN
I have tried twitter to complain against multiple vendors (airtel, indiatimesshopping, hdfc bank) and I found most positive and quick response, once i put my complain on twitter.

Request all of you who are facing issue with mobile signal, please log a complain to vodafonecare.del@vodafone.com. So Vodafone accept problem and resolve.
