Yes it is valid but for taking your car which is registered in one state but to be used in other state will require NOC (minimum) from parent state if the stay is more than 6 months or so , e.g the traffic police at Mumbai will first ask NOC from owner who is driving a car registered in UP. 

If the intend to use the car/bike is only for first few months, one can escape this process

the second step is to pay balance road tax of new state if any (e. Karnataka has the max road tax in India).

Can someone point me for the process to obtain NOC for car registered in Noida and to be taken to different state?

- time required to have all paper work done
- charges 
- Any good and reliable dealer/agent

Better to do this job itself because agent did nothing you have to be in queue for online photo and documents submission.

1. ID proof
2. Address proof
3.Medical cerficate on given form download from site and get approved from MMG hospital ghaziabad
4. form for getting DL available on site.
