As you all are informed that the Dy. Registrar is not registering any individual society AOA under U. P. Apartment Act 2010 by referring that they need the Completion Certificate from GDA which is not possible in the current scenario. Many times, CROMA met with GDA Officers to know the status of the Completion Certificate and we came to know that the Completion Certificate will be issued to each Group Housing Plots (such as GH-4, GH-5, GH-6, GH-7 etc.) not to the individual society.
As per U. P. Apartment Act 2010, this is completely a builder's responsibilities to get the Completion Certificate from the Competent Authority (such as Ghaziabad Development Authority) but the residents are suffering and forced to pay heavy amount as Maintenance and Township Maintenance Charges because the AOA is not recognized by any of the builder because the AOA is not registered under U. P. Apartment Act 2010 by Dy. Registrar Office, Meerut.
A case was filled in Allahabad High Court by Federation of Apartment Owners Association, Ghaziabad and recently High Court found that the Dy. Registrar is guilty for not registering the individual AOA under U. P. Apartment Act 2010. An order has been released for the same and the Dy. Registrar has been ordered to be appear in the court on next hearing i.e. on 21st Aug 2014 for explanation and/or clarification.

You can also find the enclosed attachment as High Court Order for your reference. CROMA is requesting every society Adhoc AOA/RWA to apply for their society registration and if Dy. Registrar is not registering it, they can contact Federation of Apartment Owners Association, Ghaziabad so that they can take up it with High Court case.
